Eighth, explaining the text: Also in three parts: first, citing the conditions of the fault; second, the explicit prohibition; third, the adjudication of the offense for violation. In the first, it is for the sake of obtaining wealth and profit, or obtaining official rank, or simply out of a malicious intent to avenge past grievances. "Communicating state missions" means personally acting as a state envoy to convey messages between both sides to discuss matters of war and combat; or even staying in one place and strategizing for them to enable mutual harm also incurs an offense—this might mean showing them methods of deploying troops and the like, or entering an army to transmit words and fix a date for battle, causing many lives to be cut short; hence it says "killing immeasurable sentient beings." Second, in the explicit prohibition from "Yet a bodhisattva..." onward, it first cites what is minor: even entering an army temporarily is not permitted, how much less acting as a traitor to the state to instigate this fighting. Third, the violation and adjudication of the offense from "If intentionally..." onward can be understood.
