二、次第者，前雖止為國賊，猶恐劫掠良賤，故須制也。

Second, the sequence: Although the preceding [precept] stopped one from acting as a traitor to the state, there is still fear of kidnapping and plundering free persons and slaves; hence it must be prohibited.
