初、制意者，菩薩修行要資緣具，難處闕緣違教妨道，故須制也。
First, regarding the purpose of the prohibition: a bodhisattva's cultivation must rely on the completeness of conditions; in dangerous places, conditions are lacking, violating the teachings and obstructing the Path; hence it had to be prescribed.
