七、通塞者，若自愚不解，若彼不受化，若無講人可請，應一切無犯，反上皆犯。

Seventh, permissibility and prohibition: If one is oneself foolish and does not understand, if the other person will not accept transformation, or if there is no lecturer who can be invited, in all such cases there should be no offense. Contrary to the above, all are offenses.
