七、通塞者，若制惡人不令出家，不聽造像將賣，理應不犯，餘皆犯。
Seventh, exemptions and infractions: if one restrains evil persons from going forth, or does not allow images to be made for sale, logically there should be no offense; all other cases are offenses.
