Fifth, on the persons who manage the property of the Three Jewels: The Mahāsaṃnipāta Sūtra, fascicle 32, states: 'The Buddha said: There are two kinds of persons capable of managing saṃgha affairs. What are the two? First, arhats endowed with the eight liberations; second, learners of the three fruits, such as srotāpannas—these are capable of managing saṃgha affairs and making offerings to the community of monks. As for all other monks whose precepts are incomplete and whose minds are not impartial, such persons should not be allowed to manage saṃgha affairs.' The upper fascicle of the Ratnarāśi Sūtra states: 'The Buddha told Kāśyapa: I permit two kinds of monks to manage community affairs. What are the two? First, those who can uphold the precepts; second, those who fear the future life as if it were adamantine (vajra). Furthermore, there are two kinds: first, those who understand karmic retribution; second, those who possess shame, conscience, and a repentant mind. Furthermore, there are two kinds: first, arhats; second, those capable of cultivating the eight liberations. Kāśyapa! Monks of these two kinds I permit to manage affairs; they themselves will be free from blemish.' Since the sacred teaching is thus, it serves as an eternal admonition. Those who fear future retribution should wisely consider this for themselves.
