If one is a disciple of the Buddha, one should constantly teach and transform all sentient beings, establishing monasteries, mountain forests, gardens and fields, erecting Buddha stūpas, and places for winter and summer retreats and seated meditation; one should establish all places for practicing the Way. A bodhisattva should explain and teach the Mahāyāna sūtras and vinaya for all sentient beings. In times of illness, national disasters, or bandit troubles; on the days of the decease of parents, siblings, upādhyāyas, or ācāryas; and at three weeks, four or five weeks, up to seven weeks, one should also read, recite, explain, and expound the Mahāyāna sūtras and vinaya. At all vegetarian assemblies, when seeking merit, when traveling for business, when endangered by great fires, swept away by great waters, or when boats and ships in rivers or the great ocean are driven by black gales, and in perils of rākṣasas, one should likewise read, recite, explain, and expound these sūtras and vinaya. Even for all retribution for transgressions, the three evil paths, the seven ānantarya sins, the eight difficulties, when the body is bound in handcuffs, fetters, and chains, and when beset by excessive lust, excessive anger, excessive delusion, or excessive disease, one should in all cases read, recite, explain, and expound these sūtras and vinaya. If a newly learned bodhisattva fails to do so, they commit a duṣkṛta offense.
