This was instituted because it violates right livelihood. It is instituted alike in both the Greater and Lesser [Vehicles], but is not shared among the seven assemblies. In the text, five matters are listed: First, one must not watch various fights; if there is no business giving cause, it is prohibited for both monastics and laity. Second, one must not listen to various types of music; if for self-amusement, it is prohibited for both monastics and laity; if to make offerings to the Three Jewels, it is permitted for both monastics and laity; if performing it oneself, it is prohibited for monastics and permitted for laity. Third, one must not engage in various games; it is prohibited for both monastics and laity. Fourth, one must not practice divination for profit; it is prohibited for both monastics and laity, but instructing laypersons in accord with the Dharma is permitted. Fifth, one must not serve as an envoy for bandits; the earlier eleventh precept prohibited public diplomatic envoys, while this precept prohibits private, clandestine envoys; this too is severed for both monastics and laity.
