言一切佛者，現見一切佛轉之於前。菩薩於佛滅後敷之不絕，即令一切佛法轉不絕，故言一切也。
As for "all buddhas": directly perceiving all buddhas turning it beforehand, the bodhisattva unfolds it without cessation after the Buddha's extinction, namely causing all buddhas' Dharma to turn without cessation; hence it says "all."
