1.70

數成就總明大小二眾之數，如聲聞一萬二千、菩薩八萬之流也。所言無數者，示存略故，總云不可說耳。

"Fulfillment of number" explains in general the count of the two assemblies of the Great and Small Vehicles, such as the twelve thousand śrāvakas and the eighty thousand bodhisattvas. The statement that they are "innumerable" indicates an abbreviation; it merely states in general that they are ineffable.
