「皆是阿羅漢」下，此第二別釋小乘大乘二種行事。又二：初總列大小二功德數、次別釋二也。

From "All were arhats" downward is the second part, which separately explains the two kinds of practices of the Small Vehicle and the Great Vehicle. There are again two parts: first, it generally lists the number of virtues of the Great and Small; next, it separately explains the two.
