1.84

釋眾所知識中，前明凡眾知識。又「聲聞」下，明聖眾知識。以具凡聖二眾所知，故稱為眾也。

In explaining 'known to the multitude': the preceding part clarifies being known to ordinary assemblies; furthermore, from 'śrāvakas' on down, it clarifies being known to noble assemblies. Because they are known to both ordinary and noble assemblies, it is called 'the multitude'.
