若依修行次第，前依論主七法明自行成就，然後依佛七法而得化他，故云再說應知也。若依佛次第，前明七法成就，後始得化他，如論主七法。

If according to the sequence of practice: previously, one clarifies the accomplishment of one's own practice in reliance on the treatise master's seven dharmas, and then is able to transform others in reliance on the Buddha's seven dharmas; hence it says "it should be known as being stated again." If according to the Buddha's sequence: previously clarifying the accomplishment of the seven dharmas, only thereafter being able to transform others, like the treatise master's seven dharmas.
