2.373

謂大乘人，彼謂眾生不預我事，而於長時修行苦行故欲度脫之，退大取小，名為驚怖。又釋：大乘事多，退大取小。

This refers to Mahāyāna persons: they think that sentient beings are none of their concern, yet in practicing austerities for a long time they wish to liberate them; retrogressing from the great and taking the small is called 'fear and trepidation'. Another explanation: the tasks of the Mahāyāna are numerous; retrogressing from the great and taking the small.
