3.23

示現能作利益一切眾生事者，釋章門也。若聞佛說法，知佛能作利益之事，便不取小果也。今不聞法，便不知此事，故取小果也。

"Demonstrating being able to perform deeds of benefiting all sentient beings" explains the section heading. If one hears the Buddha preach the Dharma and knows that the Buddha is able to perform deeds of benefit, one will not seize the small fruit. Now, not having heard the Dharma, one did not know this matter, and therefore seized the small fruit.
