「力者」，釋初偈中十力之言。佛正住十力說法，能作利物之事。此二相開，故一處合釋。

"Powers" explains the words "ten powers" in the first verse. The Buddha precisely abides in the ten powers to preach the Dharma, being able to perform deeds of benefiting beings. These two illuminate each other; therefore they are explained together in one place.
