「十八不共法者」，釋第二偈第二句。以佛有十八不共法，無諸過失，故可供養。二義相成，故一處合釋。
As for "the eighteen distinct qualities," this explains the second line of the second verse. Because the Buddha has the eighteen distinct qualities and is free from all faults, he is worthy of offerings. The two meanings complement each other, and are therefore explained together in one place.
