無餘者，明遍至一切世界一切諸佛大會，無有一世界一佛會不至也。肇公言：「法身無像而殊形並應，至韻無言而玄籍彌布，冥權無謀而動與事會。」蓋斯意也。

'Without exception' clarifies that they universally reach all worlds and the great assemblies of all Buddhas, with not a single world or Buddha assembly left unreached. Master Sengzhao said: 'The Dharma body has no image, yet distinct forms respond simultaneously; the supreme resonance has no words, yet the profound scriptures spread everywhere; the dark expedient has no deliberation, yet its movements match circumstances.' This is precisely the meaning.
