已辦者，無學位人，已盡見思出三界苦。於小乘中雖名已辦，其實所知障全在，故見佛速滅。由不了生本不生、滅亦無滅、生滅即非生滅故。

Those whose task is finished are people at the stage of non-learning, who have already exhausted the afflictions of view and thought and escaped the suffering of the three realms. Although in the Small Vehicle they are called those whose task is finished, in reality the cognitive obscurations remain entirely intact; hence they see the Buddha swiftly extinguish. This is because they have not realized that birth is fundamentally unborn, extinction is also unextinguished, and birth and extinction are identical to non-birth and non-extinction.
