依戒得生定慧者，四禪八定由戒而生也。戒出三塗、定出六欲、慧出三界，故滅苦果也。

"By relying on the precepts, one can generate concentration and wisdom" means that the four dhyānas and eight concentrations are generated from the precepts. The precepts bring one out of the three evil destinies, concentration brings one out of the six desire realms, and wisdom brings one out of the three realms; therefore, they destroy the fruition of suffering.
