「無心者至及滅盡定」者，所以不言無想異熟者，以於彼位無表不行。生色界故無散無表，以無心故無定無表，故無心言不攝於彼。

Regarding "The mindless […] and the cessation absorption": As for why non-conception maturation is not mentioned: it is because in that state non-informative [matter] does not operate. Because one is born in the form realm, there is no non-informative [matter] of the distracted [state]; because it is mindless, there is no non-informative [matter] of meditative absorption; hence the word "mindless" does not subsume that [state].
