「聲聞獨覺至非一切種」者，舉劣顯勝。二乘雖滅諸冥與世尊等，以染無知畢竟斷故，名為二乘；非斷一切種不染無知故，不名為佛。

Regarding 'Śrāvakas and pratyekabuddhas ... not all modes': this adduces the inferior to reveal the superior. Although [the practitioners of] the two vehicles have extinguished all darkness equally with the World-Honoured One—because defiled ignorance has been cut off once and for all, they are called the 'two vehicles'—they are not called 'buddha' because they have not cut off all modes of non-defiled ignorance.
