"According to those respective devas... identical to Central India": this is the second, explaining the initial birth of the devas. First, the initial births in the six desire heavens are in order: the Cāturmahārājakāyika devas are like five-year-olds; the Trāyastriṃśa devas are like six-year-olds; the Yāma devas are like seven-year-olds; the Tuṣita devas are like eight-year-olds; the Nirmāṇarati devas are like nine-year-olds; the Paranirmitavaśavartin devas are like ten-year-olds; and having been born, their physical forms quickly reach completion. The heavenly beings of the form realm, at the time of initial birth, are complete in bodily size and equipped with wonderful garments. For instance, the Brahmakāyika devas at initial birth measure half a yojana, up to the Akaniṣṭha devas at initial birth measuring sixteen thousand yojanas. The devas of both realms all speak the noble language; the noble language refers to the language of Central India. India is translated here as Moon Branch. The moon has a thousand names, and this is one of them. The old translations rendered it as Tianzhu, or Xiandou, or Shendu, which are corruptions. Furthermore, the *Nyāyānusāra* says: "Their speech is identical to that of Central India; yet without learning, they naturally understand the classical language."
