12.69

「非他有情至乘自業起」者，答。非他象等有情從他輪王親因業起，各自從己親因生故。然由先造互相繫屬疎增上業，於中若一乘自業生，餘亦俱時乘自業起。

"Regarding 'It is not that other sentient beings [...] arise by riding upon their own karma': this is the answer. It is not that other sentient beings, such as the elephant, arise from the direct causal karma of that wheel-turning king, for each arises from their own direct cause. However, through previously created mutually connected, indirect, sovereign karma (adhipati-karma), if one among them arises riding upon their own karma, the others also simultaneously arise riding upon their own karma.
