「論曰至非非梵行」者，一釋最可訶。唯欲邪行，世極訶責，侵他妻等邪婬業道感惡趣故。等，謂等取妾等。非非梵行，謂非梵行行婬欲時，是身惡行，世非極訶，非感惡趣。

Regarding "The commentary says [...] not unchaste conduct": The first explains "most censurable." Only sexual misconduct is extremely censured by the world, because sexual misconduct such as violating another's wife constitutes a path of karma that causes rebirth in bad destinies. "And so forth" includes concubines and others. "Not unchaste conduct" means that when unchaste conduct is engaged in, though it is bodily bad conduct, the world does not censure it extremely, nor does it cause rebirth in bad destinies.
