14.33

「雖有不名至依著有故」者，答。外道雖有受不殺戒等，但名處中戒，不名別解脫戒，由彼所受無有功能永別解脫諸惡法故、依著三有異熟果故，所以不名別解脫戒。

"Although they have them, they are not named [...] because they rely on and are attached to existence" answers. Although non-Buddhists may receive precepts such as non-killing, these are only called intermediate precepts and are not called prātimokṣa precepts, because what they receive lacks the capacity to perpetually and individually liberate them from manifold evil dharmas, and because they rely upon and cling to the ripening fruit of the three realms of existence; therefore, they are not called prātimokṣa precepts.
