「道生律儀至謂學無學」者，釋頌第二、第三句中得聖者成道生明無漏律儀。道謂無漏聖道，能生律儀故，名道生律儀。

"The discipline born of the path [...] refers to those in training and those beyond training" explains the second and third lines of the verse, where one who attains the noble state possesses [the discipline] born of the path, clarifying the uncontaminated discipline. 'Path' refers to the uncontaminated noble path; because it can generate the discipline, it is called the discipline born of the path.
