「論曰至及成業道」者，釋上兩句。即第一句成表非無表，謂處中人以微劣思造善造惡，唯發表業尚無無表，況無記思所發表業能發無表？舉勝況劣。除七有依福及成善、惡業道，雖處中人微劣思起亦發無表，故別簡也。

"The treatise says: … / and the completion of paths of karma" explains the first two lines. That is, the first line, "possesses vijñapti but not avijñapti", refers to an intermediate person who produces good or evil with weak and inferior intention (cetanā); they only produce vijñapti-karma and do not yet have avijñapti, how much less could the vijñapti-karma produced by indeterminate intention produce avijñapti? Mentioning the superior serves to show the inferior by comparison. Excepting the seven [types of] merit resting on material bases and the completion of wholesome or unwholesome paths of karma, even when an intermediate person generates a weak and inferior intention, avijñapti is still produced; hence they are specifically distinguished.
