「北俱盧人至善戒惡戒」者，別顯北洲無善、惡戒。北俱盧人無受戒故，無別解脫律儀。無入定故，無靜慮律儀、無漏律儀。及無造惡勝阿世耶，故無不律儀。是故彼無善戒、惡戒。

Regarding 'The people of Uttarakuru ... to ... wholesome vows and unwholesome vows': this specifically shows that the northern continent lacks wholesome and unwholesome vows. Because the people of Uttarakuru do not receive precepts, they have no prātimokṣa restraint. Because they do not enter absorption, they have no dhyāna restraint or anāsrava restraint. And because they lack a strong intention (āśaya) to commit evil, they have no non-restraint. Therefore, they have neither wholesome vows nor unwholesome vows.
