「猛利慚愧至不律儀故」者，此顯惡趣無善惡戒。極猛利慚、愧，三惡趣中無故，律、不律儀於彼亦非有。與勝慚、愧相應起故方有律儀。與勝慚、愧相違，與勝無慚、無愧相應，有不律儀。

Regarding 'Fierce shame and modesty ... to ... non-restraint': this shows that the miserable destinies (durgati) lack wholesome and unwholesome vows. Because exceedingly fierce shame and modesty are absent in the three miserable destinies, restraint and non-restraint also do not exist there. Only because it arises in association with superior shame and modesty does restraint exist; in contradiction to superior shame and modesty, and associated with superior shamelessness and immodesty, non-restraint exists.
