15.23

「由普於有情至故得律儀」者，答。彼受戒者，由於有情善意樂故廣得律儀，故遍有情，無少分理。此即義當《婆沙》正義於諸有情總發戒家。

"Because of an intention toward sentient beings universally […] therefore restraint is obtained" is the answer. That precept-taker, owing to a wholesome intention toward sentient beings, extensively obtains restraint; therefore it pervades sentient beings, and there is no principle [of its being only toward] a portion. This represents the correct view of the Mahāvibhāṣā, held by the masters who maintain that precepts are generated collectively toward all sentient beings.
