"Their statement is not correct […] by analogy the same should apply here" is the author's objection. Their assertion of increase and decrease is not tenable in principle. Just as with growing grass and the like, when it did not exist before and arises later, that precept does not increase, or when it has arisen and then withers, that precept does not decrease. Because a single prohibitive precept is generated collectively with respect to growing grass and the like, there is no increase or decrease. When the objects of the restraint obtained—namely the objects within one's capacity and those beyond one's capacity—undergo change, by analogy the same should apply here. When [a being within one's] capacity is reborn as [one beyond one's] capacity, there should be no decrease; when [a being beyond one's] capacity is reborn as [one within one's] capacity, there should be no increase. How is it known that the generation of a single precept collectively toward growing grass and the like is the correct view? As the Mahāvibhāṣā, fascicle 120, states: "Those who speak thus [say]: Restraint is also obtained with respect to external phenomena. Question: If so, the restraint should undergo increase and decrease. Answer: There is no increase or decrease, because it is obtained collectively. That is, this restraint obtains a single non-revelatory [form] collectively over all grass and the like, and in the world there is never a time when there is no growing grass and the like." Another explanation: The intention of the masters who hold individual generation is that although they maintain individual generation toward sentient beings, they agree in accepting collective generation toward growing grass and the like; therefore, [the author] cites what is mutually accepted to refute their thesis by analogy.
