15.60

「有餘部言至皆止息故」者，釋第六句。有餘達磨毱多部言，此云法密部。由正法滅，亦能令捨別解律儀。以正法滅時，一切學處結界羯磨皆止息故，所以捨戒。

"Some other schools state [that one abandons it when the True Dharma is extinguished] up to [because all these] cease": This explains the sixth line. Some masters of the Dharmaguptaka school—translated here as the 'Dharma-Protection School'—state: Through the extinction of the True Dharma, one is also caused to abandon the prātimokṣa vows. This is because when the True Dharma is extinguished, all training rules, the determination of boundaries (sīmā-bandha), and monastic procedures (karman) completely cease; therefore, one abandons the vows.
