15.7

「論曰至後起而得」者，釋從一切得欲別解脫，此從一切發惡根本、加行、後起處得。謂受善戒，離惡根本、加行、後起故，於發惡處還發得善戒。

[On the phrase,] "The commentary says: [...] obtained through subsequent action": This explains that the prātimokṣa of the desire realm is obtained from all: this is obtained from all places that initiate bad fundamental, preparatory, and subsequent actions. That is, receiving good precepts involves abstaining from bad fundamental, preparatory, and subsequent actions; therefore, good precepts are generated and obtained in relation to the places that initiate bad actions.
