15.79

「由彼相續至如是類苾芻」者，經部答。由身已為無慚愧壞，無力發戒，如焦種故不復生芽。設犯重後自謂苾芻，便捨所學，亦不許彼重出家故。釋訖調言：於無戒義苦救何為？若犯重人猶有苾芻律儀體性，汝應自歸禮如是類苾芻。

"Because his mental continuum ... such a kind of bhikṣu": The Sautrāntika answers. Because his person has already been ruined by shamelessness and lack of conscience, it has no capacity to generate the precepts, just as a scorched seed will not sprout again. Even if, after committing a grave offense, he considers himself a bhikṣu and then abandons his training, he is still not permitted to go forth anew. Having finished the explanation, he mocks [the opponent], saying: Why take such pains to rescue the position of "absence of precepts"? If a person who has committed a grave offense still possesses the intrinsic nature of the bhikṣu discipline, you should personally take refuge in and bow to such a kind of bhikṣu!
