Regarding "All defiled mind ... flows down to this [definition]": This explains the fourth line. According to this text, frivolous talk has two conditions: first, all defiled minds; second, all words uttered. Why is that? Because all words uttered from defilement are frivolous talk. According to the character "speech" in the first line flowing down into the fourth line, it should read: "all words of a defiled mind are called frivolous talk." What this master means to say is: although there is frivolous talk that arises independently, when the preceding three vocal [actions] arise they inevitably include frivolous talk. However, if another does not comprehend the frivolous talk, it is not included among the four vocal courses of karma. Therefore Mahāvibhāṣā 107 says: "Suppose a person in an empty, quiet place speaks like this: 'There is no giving, no affection, no sacrifice.' When worldly sentient beings do not generate comprehension of such vocal misdeeds, they are not subsumed under the four [courses of karma]." According to that treatise, one more condition is added, namely comprehending the meaning.
