「由彼語從至非預染心」者，答。染心所發名為雜穢。由彼語從出離善心發，讚嘆諸善、毀呰諸惡，能引出離善故。非預染心，不名雜穢。

Regarding "Because that speech arises from ... it is not concerned with a defiled mind": An answer. That which is uttered with a defiled mind is called frivolous talk. Because that speech arises from a wholesome mind of renunciation, praising various goods and reproaching various evils, it can induce the wholesome [qualities] of renunciation. Not being concerned with a defiled mind, it is not called frivolous talk.
