「非諸業道至不與彼同」者，答。非諸業道根本成時，一切皆由三根究竟，然其前加行不與根本同。

Regarding "Not all paths of action ... are not the same as that": This is the answer. When the fundamental [paths of action] are accomplished, they are not all consummated by the three roots; however, their prior preparations are not the same as the fundamental [acts].
