16.81

「論曰至故作是說」者，此釋初句。七不善業道加行生時，一一由三不善根起，依先因等起故。佛經中作如是說：從三根生。

Regarding "The commentary states ... therefore it was said thus": This explains the first line. When the preparations of the seven unwholesome paths of action arise, each one is initiated by the three unwholesome roots, based on the prior cause-samutthāna. In the Buddhist sūtras, it is said thus: they are born from the three roots.
