"Only one who operates through views, [not one who operates through passion,] because [the passion-practitioner is unstable] like the bad destinies": This is the answer. Being restless and unfixed, unable to hold firmly and unable to penetrate deeply, is called one who operates through passion. Being firm, deep, and immovable, capable of holding firmly and capable of penetrating deeply, is called one who operates through views. By this reasoning, ṣaṇḍhas and the like cannot sever the roots of good, because they belong to the class of passion-practitioners, just like [beings of] the bad destinies. Therefore the *Nyāyānusāra* says: "Only one who operates through views, not one who operates through passion. The evil intention (*āśaya*) of practitioners of views is extremely firm and deep: their evil intent investigates continuously, hence it is called 'extremely firm'; their view penetrates far and wide, hence it is called 'extremely deep'. Because it is extremely firm and deep, they can sever the roots of good. The evil intention of practitioners of passion is extremely restless."
