「三俱轉者至無七色善」者，明三業道與思俱轉。三俱轉者，謂若定若散正見相應意識現在前時，無定、散七色善戒，但有無貪、無嗔、正見。

Regarding "Three functioning simultaneously up to there is no sevenfold material wholesomeness": this clarifies three courses of action functioning simultaneously with volition. 'Three functioning simultaneously' means that when the mental consciousness associated with right view, whether concentrated or scattered, is present, there is no concentrated or scattered sevenfold material wholesome morality; there are only non-greed, non-hatred, and right view.
