"Except for the aforementioned hells, up to kill and harm other destinies": this explains the sixth line. In the desire realm, excluding the hells and the northern continent, among the remaining devas, pretas, animals, and the three human continents, all ten unwholesome paths of action are universally possessed and active, yet there are differences. Namely, among devas, pretas, and animals, the first seven paths of action are subsumed only under intermediate [karma], and there is no non-discipline. In the three human continents, both intermediate [karma] and non-discipline are present. Furthermore, according to this text, non-discipline is called a path of action. To say it is not a path of action is to fail to examine the text closely. Although the hosts of devas do not kill devas because they cherish their own kind, they occasionally kill and harm the other destinies of asuras and pretas.
