「施類福業事至依治滅淨等」者，此下大文第二明戒、修。就中，一明戒；二明修；三明戒、修果。此即第一明戒。

"The basis of meritorious action consisting of giving ... relying on antidotes, cessation, purification, and so on": from here on is the second major section, clarifying morality and cultivation. Within this: first, clarifying morality; second, clarifying cultivation; third, clarifying the fruits of morality and cultivation. This is the first, clarifying morality.
