Regarding "Defiled phenomena are [...] and inferior": this explains the second line. Defiled phenomena have as their essential nature unwholesome and veiled-unrecorded (nivṛtāvyākṛta) phenomena. These defiled phenomena are also called "reprehensible" (sāvadya), also called "veiled" (nivṛta), and also called "inferior" (hīna). Thus the Prakaraṇapāda says: "What are inferior phenomena? They refer to unwholesome and veiled-unrecorded phenomena." Moreover, the Nyāyānusāra explains the alternative designations, stating: "They are also called 'reprehensible' because they are condemned and detested by all the wise. They are also called 'veiled' because they can veil and obstruct the path of liberation. They are also called 'inferior' because they are utterly vile and foul and ought to be abandoned."
