Regarding "Wholesome saṃskṛta phenomena [...] is already implicitly established": this explains the third line, elucidating alternative designations for wholesome saṃskṛta phenomena. Wholesome saṃskṛta phenomena are also called "to be cultivated" (āsevitavya). Because this wholesome [state] repeatedly becomes manifest in the person and progressively increases, it can be cultivated; furthermore, it produces fruits. That the remaining unwholesome, unrecorded, and asaṃskṛta phenomena are not to be cultivated is already implicitly established. Question: Why are unwholesome and unrecorded phenomena not to be cultivated? Answer: The Nyāyānusāra says: "That unwholesome and unrecorded phenomena are not to be cultivated is because their essential nature is not that of phenomena of progress."
