[On the phrase] “Because one declares regarding that question, saying: 'This should not be declared'”: This is the answer. Because one declares regarding the question of identity, difference, and so on, saying, “This should not be declared.” According to this, it refers to speaking words to answer the question; it is not that remaining silent without answering is called setting aside. Past masters all said the fourth is called “silent answer”; this explanation is incorrect. Furthermore, the Mahāvibhāṣā (fascicle 15) states: “Just as when the non-Buddhists asked the World-Honoured One: ‘Is the world eternal?’ the Buddha said: ‘This should not be answered.’ By this one should know that speaking words constitutes an answer.”
