「毘婆沙師至即是隨眠」者，毘婆沙師作如是說：欲貪等體即是隨眠，據持業釋。是心相應，非不相應。

Regarding "The Vaibhāṣikas [...] is itself the latent defilement": the Vaibhāṣikas speak thus: The entity of sensual attachment and so forth is itself the latent defilement, based on a karmadhāraya interpretation. It is associated with mind, not unassociated.
