「然問者言至仍未解故」者，此即論主釋通。然問者一切死者死當生不？理應分別答彼所問。有煩惱者死已當生，無煩惱者死已不生。直作是言，非一切當生，此總說記不成。雖令總知非一切當生，仍未分明解如何者當生、何者不生。

On the passage from "However, when the questioner says" to "still not understood": here the author of the treatise resolves the issue. When the questioner asks whether all who die will be born upon death, in principle one should answer the question by distinguishing: those with defilements will be born after dying, while those without defilements will not be born after dying. Merely stating that not all will be born fails as a generalized categorical answer. Although it makes one generally know that not all will be born, one still does not clearly understand who will be born and who will not be born.
