「已說內外至作不作自業」者，此下第十七明同分、彼同分。法界定被意識緣，恒名同分。餘十七通二，作自業名同分，不作自業名彼同分。

Regarding "Internal and external have been explained... performs or does not perform its own function": below is the seventeenth section, explaining "sabhāga" and "tatsabhāga". The dharma-element is definitively taken as an object by the mental consciousness, and is constantly called sabhāga. The remaining seventeen elements extend to both: when performing their own function they are called sabhāga, and when not performing their own function they are called tatsabhāga.
