「隨彼諸根至男根應有」者，論主為通。經言不減隨其所應。若執不減，男根應有。
Regarding the passage: "According to whichever faculties […] the male faculty should exist," the author of the treatise resolves it. When the sūtra says "no deficiency," it means according to what is appropriate. If you insist on "no deficiency" [strictly], the male faculty should also exist.
